The Vale of Aylesbury Housing Trust vehicle was parked in Prebendal Avenue almost directly opposite a sign stating parking on the verge is not allowed.
The photographer, who asked not to be named, said: “Maybe one law for us and a different law for them?”
The van was parked on the verge at around 3.35pm on May 20.
After the incident was brought to the trust’s attention, Mark Arhin, its head of property services, said: “We expect all of our employees to park considerately and legally when on trust business.
“Unfortunately on this occasion we did not meet our own high expectations and apologise for any inconvenience caused to Prebendal Avenue residents.
“The matter has been raised internally with our employees and the driver concerned has stated it will not happen again.”
The sign in the road, put in place by Aylesbury Vale District Council, says anyone who parks or drivers on the grass verges is committing an offence and is liable to prosecution.
