Plans for a new youth memorial garden in Thame have been given the go-ahead.
Bob Gallagher, a commuter who regularly drives past the site of a fatal crash on the Aylesbury roundabout, was responsible for the idea.
He said that every time he saw a grotto set up in memory of Chloe Owens from Haddenham he thought that something more permanent should be put in place.
He has the backing of the family of Chloe, who was a Lord Williams's pupil, aged 14, when she was knocked down and killed in September, 2005.
In January this year her grandmother, Cicely Binnee, said the remembrance garden had been a great comfort to family and friends, with people visiting the site at important dates.
She said: "We as a family are very touched and would like to say a big thank you. It's nice that people care so much so long after. It's a horrible time for anybody involved and there are so many youngsters that have a careless moment that leads to something like this."
Originally Mr Gallagher suggested that a stone should be placed by the Aylesbury Road roundabout, but then he gave his backing for the memorial to be more central and prominent.
He hopes that the design can be completed by young volunteers while town councillor Mike Dyer said he wants to involve people from the local schools, police, the scouts and guides, and the cricket club
A spokesman said: "At its meeting on 16 June, Thame Town Council approved plans for the formation of a youth memorial garden in the triangle of land adjacent to the memorial gardens. The intention is to provide a retreat for quiet reflection.
"At a later stage, and alongside fundraising for a suitable memorial, local residents and schools will be invited to produce design ideas."
Cllr Dyer, said: "The young people seem very enthusiastic and they have already got quite a few good ideas.
"They've got a different approach to these things and I think they are determined to get this going.
"We very much made the point when the idea came about that it's for the youth, it's about the youth and we would like it to be done by the youth.
"A lot of them are coming back from university now, so we are really hoping to get things going by the time they go back in September.
"In terms of fundraising, it's difficult to tell how much we will get.
"They haven't got any designs yet and we will be starting fundraising in tandem with making the design so that
they can gauge how much they can afford."
