Allotment Holders Annual Meeting. The annual meeting will take place in the Pavilion on Tuesday October 30 when tenants can go along and discuss issues relating to the allotments. Fees will be collected and new keys will be handed out.
Grants for Voluntary Organisations. Applications for grants from local groups are invited. Call Ann Hooton, Clerk to the Parish Council, on 208007 for an application form. The form needs to be returned by October 19 for the parish council to consider
requests at the meeting in November.
New Roundabout. Some of you will have seen the signs for major road works at the Crendon Industrial Estate. Well, the roundabout is finally going to be built to serve the commercial site and the plans are available in the library.
The parish council is seeking to have other improvements carried out to pedestrian footpaths as part of the project.
New Councillor. Caroline Bevan is the latest member of the parish council. She lives in the High Street and is the mother of two children aged three and one.
Caroline is already involved with various village groups and will be a valuable addition to the council.
Recycling Units. The parish council has been asked by AVDC to consider placing recycling units at The Eight Bells. The council does not think that this is the right site and that facilities are not necessary because there is a kerbside collection. One suggestion has been made that units could be placed on the industrial estate.
Parish Council Meeting. Present at the meeting held earlier this month, were Councillors Copping Bevan, Gilbert, Hooper, Le Brun, and McNaughton, County/District Councillor Edmonds and District Councillor Smith. Clerk's report and action list. Pavilion arrangements are in hand to replace the lock on the pavilion with one which requires permission of the parish council to duplicate keys. The cost will be £160.88 with an initial 10 keys being ordered. The locksmith will survey the back door lock at the same time and may replace the lock with one which matches the front door. The back door key currently is not working with the lock.
Lighting inventory. This has now been carried out and an article provided for the Crendon Crier to help residents report faults and outages.
Kickwall. The equipment has been inspected by the installers. The offer to purchase it will be confirmed by Bierton Parish Council following a site inspection by AVDC.
Applications for grants. It was resolved that applications for grants to voluntary organisations will be requested via The Bucks Herald and Crendon Crier, deadline October 19, with applications being considered at the November meeting
Allotments. i) it was resolved that the Allotment Holders Annual Meeting will be held on October 30 at 7.30pm in the Pavilion.
ii) Cllr Hooper had obtained a quote for £250 to install three extra standpipes and it was resolved that this will be accepted
iii) The clerk will make arrangements for the grass in the allotments to be cut by the regular contractors
Finance Package. It was resolved that the Alpha software package be ordered and any necessary training booked.
Access to Chearsley Road Recreation Ground. Prof and Mrs Lohr have refused to sign the new agreement regarding the access from Stratton Cottage into the recreation area, preferring to write in yearly confirming the locking of the gates to prevent a right of way being created through their property into The Square. It was resolved that further legal advice be obtained from the NALC in order to prevent a right of access being created.
Clerk's Action List. The Action Log was considered and updated. The clerk was instructed to write to Thames Water for proof of title for the section of Pond Piece which is fenced off to include Thames Water equipment.
PLANNING. At the committee meeting on August 20 the Chairman gave a report on the responses sent by the Committee to the Local Planning Authority and these were noted. Attention was drawn to the response from the Head of Planning on the distribution of s106 payments. It was resolved that the clerk replies asking for information on parish council input into consultations and when the payment might be expected within the planning process.
College Farm site meeting. Cllrs Le Brun, McNaughton and Hooper attended a site meeting with farmer, John Morris, and the clay target activity centre managers. A demonstration was given of the proposed rifles which are much quieter than regular shooting guns. It was noted that relevant and important information would be contained in the repeat noise monitoring tests which will take place in the near future.
New roundabout at Crendon Industrial Estate. The plans need to be submitted to Bucks County Council within the statutory notification period so work will not begin until September at the earliest. The plans will be placed in the library for public inspection. It was resolved that the clerk finds copies of the minutes of the original discussions on the roundabout and the terms of the developer's contribution.
AVDC Core Strategy Development Plan. The Chairman thanked Cllr Le Brun for drafting the response on behalf of the Parish Council.
Scout hut. Due to a misunderstanding, Mrs Cole had been unable to attend the Planning Committee to discuss issues relating to the rebuilding of the scout hut. Some concern was expressed at the delay in clearing the site and the continuing cost to the Parish Council of providing emergency fencing. The Clerk was instructed to provide an invoice of expenditure already incurred which will be required for insurance purposes and to seek answers to questions about insurance and assessor information.
Environmental issues. Enhancement of War Memorial and Square. The Chairman of the Parish Plan Working Group reported that the Royal British Legion and the Horticultural Society have been informed of the plans to improve the area and are supportive. A meeting will be arranged to progress the matter and to consider the proposals.
Wall/bollards at The Farthings the wall is cracked due to the roots of a sycamore tree and bollards are broken or missing. It was resolved that the clerk obtains advice and estimates from tree surgeons and professional restorers of walls.
Wall from War Memorial to Indian Restaurant the wall is being adversely affected by ivy overgrowth and sapling roots need to be removed. It was resolved that the Clerk obtains advice and estimates from tree surgeons and professional restorers of walls.
It was also reported that the play ground area is damp and dark due to overgrowth of saplings. These will be included in any inspection by tree surgeons.
New local charter. Members considered the proposed new charter for improved working between the tiers of local government; 'A New Deal for Buckinghamshire'. It was resolved that the response be sent endorsing the aims and objectives of the document but commenting that it will only work with the full co-operation of all tiers. A member commented that AVDC was not always involved with community consultation forums.
Recycling units It was resolved to refuse the request from AVDC to site recycling units at The Eight Bells on the grounds that it would affect neighbouring properties and it was no longer required because of the kerbside collections.
Parish plan. The Chairman of the Working Group reported that 785 questionnaires had been returned to date. It was resolved that secretarial support will be provided at the current rate in order to type out all the comments and this will be funded by the Parish Council. Cllr Copping will arrange for this to be carried out.
Proposal to divert footpath 7. It was resolved that no objections will be raised to divert the footpath through the industrial estate and the Clerk will respond accordingly.
The next parish council meeting is on October 1, Pavilion meeting - October 8.
